There has been a Government instigated review of the PAYE system, that has been in existence since 1948, and the proposals that are to be enacted that come out of that review, are very radical, as they mean a restructure of how all payments and deductions (i.e. Tax, National Insurance (NI), Sick Pay etc) are reported by employers to Her Majesty's Revenue and Customs (HMRC).
Currently, payments for the Tax and NI deducted from employees are remitted to HMRC on a monthly basis (by any acceptable method), but all of the data relating to these payments is only reported to HMRC annually at the end of the tax year. The only data that is sent during the year to HMRC is for employee movements between employers (i.e. P45/P46 information).
Information from HMRC (e.g. Tax code notifications) is sent to employers via the Data Provisioning Service (DPS) of the Government Gateway or in a paper format.
The significant changes required by the Government, are that all employers will have to report employee tax and NI details along with other information, to HMRC, on a pay period by pay period basis, instead of just once a year at the end of the tax year. The data to be reported will include all of the statutory payment / deduction data and in addition, data relating to Starters and Leavers, together on one file.
The channel for transmission and reporting of this data will be via BACS and the new file format will contain both the net pay data for making the deposits into employee's bank accounts, together with the statutory data for HMRC.
The BACS communication will be two-way, with the Acceptance/Rejection reports coming back to the employers through BACS.
It is our understanding that the process for tax code notification will remain unchanged at this point in time (i.e. DPS or paper).

HMRC have taken a phased approach to this process.
From April 2012, HMRC will initially invite volunteer employers to act as “pilots - along with their volunteer software suppliers, of which SAP has already agreed to be one.
From April 2013, HMRC will move all remaining ‘large’ employers. HMRC definition of a large employer is one who pays more than 250 employees.

In collaboration with the UK and Ireland SAP User Group (UKISUG) and Hampshire County Council, SAP are providing two customer awareness sessions at Hampshire County Council's Headquarters, on Tuesday June 21st 2011.
There will be two session, this event is the second session and will commence at 13:30.
Representatives from SAP, UKISUG, HMRC and Vocalink will be in attendance to present and to address any questions that you may have.
